Charles Nelan was a political cartoonist famous for his images of the Spanish-American War done for the New York Herald, and for satirizing Pennsylvania politicians for the Philaedlphia North American. Nelan is also credited with solidifying the figure of Uncle Sam as a personification of the United States.
